"Ready the Guardians"


Based on the history of the founder, key partners, and the cadre of over 60 instructors and Subject Matter Experts (SMEs) throughout the country, the experience, knowledge and demonstrated maritime security, emergency response, training and exercise knowledge and abilities are well established. 

MERRICK SMEs have led engagements with over 300 sheriff's departments, police departments, port authorities, fire departments, organizations, agencies and corporations, including the USCG, FEMA, DNDO, DHS, DOD, FBI, DEA, NASBLA, the National Maritime Law Enforcement Academy, Oak Ridge National Laboratory, and various others.

It has led the training of over 5000 maritime law enforcement officers and emergency responders in over 30 states and territories in tactical operations, search and rescue, anti-terrorism, intelligence collection and processes, bomb awareness, vessel boarding procedures, officer survival, weapons deployment, use of force, rad-nuc prevention and detection, and much more.

As illustrated through the following events, MERRICK was established as, and remains a national leader in this mission area:

  • In the aftermath of the attacks of September 11th, 2001, a boat tactics course was developed by MERRICK's founder when activated by the USCG in the New England area, and became the foundation of the U. S. Coast Guard's manual for Response Boat Tactics, Techniques and Procedures.
  • The program was adopted in Florida, when MERRICK's founder was a USCG Port Security Specialist, and became the Chief Intelligence and Domestic Security Officer for the State. The program was instituted to train each of seven Regional Domestic Security Task Forces (RDSTF) and their Waterborne Response Teams (WRT) in 2007.
  • The National Association of State Boating Law Administrators (NASBLA) adopted this model as the national standard of training maritime law enforcement officers throughout the country in 2009, and asked MERRICK's founder to become the Director of the NASBLA Boat Operations and Training Program in 2010.
  • MERRICK's founder chaired NASBLA's Council of Partners in 2009, the FEMA Credentialing Work Group in 2011, and was named to the Advisory Board of the National Maritime Law Enforcement Academy in 2012.
  • The United States Coast Guard endorsed this national standard of training through a Memorandum of Understanding signed in May of 2012 by Vice Admiral Brian Salerno, Deputy Commandant of Operations.
